Overstay 70 days , can I re enter if I leave and pay the 20,000 fine and return in a couple of days

As UJ has stated, you have 90 days to use the visa by, i.e. the enter (Thailand) before date, once you have entered, then you will get permission to stay for 60 days, which can be extended a further 30 days by going to the immigration office in the area you are staying in, don't confuse the dates, otherwise you could well be on another overstay and maybe you will not be as lucky the second time around.
