There are many. Where is your Thai person going? If anywhere but the USA, even banks sell travel insurance and it's very cheap. But if travels take the person to the USA, then you need to contact an agent.

We have used Seven Corners  Insurance for the USA, they work with United Healthcare.  Good easy application process. $148 for 52 year-old Thai wife for 4 weeks in the USA. $250 deductible, 1 million maximum.

This year will be the third time we used them, never had a claim, so cannot comment on that.

We used a company through AA Insurance Brokers (forum sponsor). 3 million USD coverage for medical. It was about 4500 Baht for 30 days; extendable for up to 3 months I think.
