Pcx 150 2013 remove brake caliper problem

I want to change the pads on a 2013 Honda pcx 150 prestige problem is the front forks have a plastic shroud that makes putting a box spanner on the caliper retaining bolts not possible on the bottom bolt. The plastic shroud has the axle bolt going through it so to remove it looks like have to take the wheel off !  I have looked extensively on you tube and searched google but cannot find another example of the plastic over the front fork leg.

Any ideas ? Thanks.

Just use an open ended spanner, it should not be that tight (cheap spanners may flex open too much by the way so make sure to watch you dont round off the head)
Make sure to put neversieze or copper coat on the bolt threads when you put them back for easy future removal.....

Thanks guys for your input, I took the axle out and put it in the other way round so I could lift the plastic bit off , now it is the same as my other pcx , so maybe the Honda people  who I believe have serviced the brakes before , put it back the wrong way round, now I have got to get a brake spreader to push the 3 pots back in , very stiff , but pads about 50 %.
