yes Nakhon Phanom on the Mekong

It should be around October 24 which is the end of Buddhist lent.

This page has some info plus a phone number for the TAT office in Nakhon Phanom.

As Ubonjoe says, the 24th. Festivities starting on the 17th which means a few stalls selling stuff, daytime boat races and a single boat going up and down the river at night. The rest of the boats and the fireworks on the 24th according to a local announcement.
