Why not re forest the mountains to control water run off.. as well as dig drainage trenches?

The mountains are all solid  rock and have been for a good few thousand years .no soil

You could, did drainage trenches, but the water still has got to drain somewhere, 20 km away is a big lake known as Ang Sub-Lec some mountain water drains into it.

More water  could be drained into they but the cost of doing that would be even beyond the scope of this governments spending,

In fact, 350 years ago water was piped to Lopburi from Sub- Lec , to the royal palace where it was the Kings summer palace in Lopburi, and now they are trying to keep it away.
