Registering the birth of a new baby help

Hi there I hope you can help me but I am asking for a friend and any help would be great.

 

Basically my friend is married to a Burmese girl but she's lived in Ranong Thailand most of her life and they are expecting there first child pretty soon and he's asked me what does he need to do to register the baby does he need just his birth certificate or any other paperwork and also he asked if the baby is born in Thailand which is not both parents birthplace can the baby be registered in Thailand or does he have to go to the British embassy in Burma and I am not to sure so hopefully someone can help.

British Embassys no longer register children , there is no need to inform the UK authorities of births .
