The Turks are interested only in leveraging the information they hold in return for concessions from Saudis, Americans or whoever. Once they put information into the public domain, it loses 95% of its value. So this information may have been "recalled".

 

This is why we will never know all about this case as the Turks will retain the most incriminating parts as security against any breach of any agreement by the Saudis, Americans or whoever.

The link provided gives a somewhat less decisive version of the suggested legislation. As for "show some spine" - expecting Trump to do right things for the right reasons is futile. He may act if there's something to be gained, and even then, it's bound to be not quite what's expected. Further, I am baffled by views casting Khashoggi's murder, vile as it is, as the cornerstone of the moral argument. One would have thought that things down at Yemen would be good enough, if not more compelling. 

 

As much as I detest Trump, it is kinda hypocritical pushing this angle, when predecessors weren't pressured in a similar level while carrying on similar policies vs. SA.
