Multiple banks told my wife if you get a loan to buy land, you cannot build a house on that land

I may misunderstand the OP but the way I read it it sounds like they want to get a loan for the land but build a house on the land without borrowing anything for the house. In other words, they plan on using cash to build the house.

 

I too find it odd to flat-out deny building a house on land that has a loan but nothing really surprises me about Thailand.
