I am confused with Yellow book application.

rental income tax, if owner would be non thai tax resident it would actually be your liability to pay witholding tax to the revenue department - but that's not the case (good for you)

 

But yes. thats the reason most landlords aren't helpful with reporting when you need their help...

You are correct - we where in the same situation between moving from our old house to a rental while waiting for the new house to be built. The owner is from Bangkok and since nobody ever lived in that house she has no blue book (Tabian-Baan) it means you will have all kinds of difficulties like getting a TM 30. A blue book identifies your permanent residence as a Thai so she is not lying when she says she has no blue book - she can not have several permanent residences only one! Usually an address number is assigned when applying for a blue book - so not sure how she got an address probably from the Poo-Yai-Baan which is absolutely necessary for electricity, internet e.g.

She can only be listed as resident in one blue book, but she can own many houses and thus own many blue books. The house most likely had a blue book (with nobody registered in it), she probably just lost it or forgot about it and doesn't want to be troubled about it.
