High Definition Passport Photos

A friend went to a couple of the usual places in town for some photos for his new passport and was told "we only do visa photos now, a normal photo is being refused by the embassies".

 

Any suggestions?

I have previously used the photo kiosk outside the gate of the Land Transportation Office, both for visa and CDN passport (accepted by both).
