EU must change its negotiating terms for Brexit, says Britain's Barclay

LONDON (Reuters) - The European Union's chief Brexit negotiator, Michel Barnier, must go back to the bloc's leaders to change the terms of the talks because Britain's parliament will not accept the current deal, British Brexit minister Stephen Barclay said on Sunday.

 

Writing in the Mail on Sunday newspaper, Barclay said the "political realities" had changed since Barnier's instructions were set after Britain voted to leave the EU more than three years and that his mandate should reflect those differences.

 

Britain's new prime minister Boris Johnson has pledged to leave the EU on Oct. 31 with or without a deal, and has told the bloc there is no point in new talks unless negotiators are willing to drop the so-called Northern Irish backstop agreed with his predecessor Theresa May.

 

But Barnier has said the EU will not renegotiate the divorce deal, or Withdrawal Agreement, including the backstop, an insurance policy to prevent a return to a hard border between the British province of Northern Ireland and EU member Ireland.

 

"Mr Barnier needs to urge EU leaders to consider this if they too want an agreement, to enable him to negotiate in a way that finds common ground with the UK. Otherwise, No Deal is coming down the tracks," Barclay wrote in the newspaper.

 

"It is our firm view that Irish border issues should be dealt with in talks on the future agreement between the UK and the EU -- where they should always have been -- and we're ready to negotiate in good faith on this basis."

 

The backstop, which would come into play if a future trading arrangement falls short of keeping the border open, has been the main stumbling block in the Brexit talks and one of the reasons why Britain's parliament rejected the deal three times.

 

Johnson has vowed to get rid of the backstop and the new government has taken a hard line with the EU, saying it was "turbo-boosting" preparations for a no-deal Brexit if the bloc fails to agree alternative arrangements for the border.

 

Barclay said officials were working on those arrangements.

 

"We have already started work across Whitehall to find the solutions, and they can and will be found, in the context of the free trade agreement we will negotiate with the EU after October 31," he wrote.

Easy job for him now , all is on the timer automatic leave, at least from E.U. side ….

Bojo has nothing to do to stop it , even if a G.E. is called E.U. has to be asked for eventual extension  by U.K.

As was the issue on the many large projects (oil) that I have been involved with, ego was one of largest detriments to progress with folks that would put how they were perceived ahead of tangible results. As these are politicians it must be a whole lot worse in this situation.

Not only the EU side, even if there's a vote of no confidence in the government and a GE is forced they can just delay it until we've left, come on BoJo, we're LEAVING with a deal or not lol  

Better they don’t change, then we leave No Deal.
A fair deal would have been acceptable, but it’s far too late for that now.

You decided to go for Brexit without a plan, so why not leave now, 3 years later, still without a plan. Just leave and everything will be OK! And if it turns out to be not OK, it’s the EU’s fault. Simple!

I took it from the only reliable side , as from U.K. side anything is possible ….next decade ...Even when your out " the Conservatives  catfight" will still be there .

Yeah, his balls are between his ears!

The deal reached by PM May after 2 years is not between 2 partners ...it had to be approved by all member states ...it is between 1 partner (UK) and 27 others represented by the EU Commission speaking on behalf of their internal compromise(s)...who can change that in two months?

Also the UK is the demanding side and not the EU...but they want to have their cake and eat it.

And what is your idea of a fair deal?

 

Because up to now the Brexiter politicians have but exactly nothing forward. No plan, no vision, no details of their idea of a deal - zilch, nothing, empty vessel.

 

One might start considering what their real motives are.

That actually is a brilliant typo.  I'd never thought of "untied" being both an anagram of "united" and also its complete opposite.

Is that it now clear that Parliament democracy supercedes election/public democracy.

Bravado is ok but have you really thought this one out, the catastrophic damage that european businesses would occur is unimaginable, if your leaders want to act like school children and say 'I'm not talking to you, you have spiders in your hair' that is entirely their prerogative. At the end of the day they cannot care too much about their citizens that seem to idolise them.
