If someone intentionally overstays their Visa why not send them to detention in Mandalay. I’m sure Burma will do this for a small fee and your problem will be solved permanently.
I doubt that Thailand has any rules against it. However, entering with the Aussie passport she would (most likely) be subject to the rules as a foreigner, e.g. visa (on arrival or otherwise), limited length of stay, etc.
You chose the most extreme study out of all of those I could find. And since it's very effectively paywalled there's no telling whether or not it includes the Obama era. And I should hope not . It would obviously be nonsensicalwhen it comes to the Obama Era when inflation averaged 1.48%
Thai Government Mourns Pope Francis with Three-Day Flag Tribute

In a sombre act of tribute, Thailand's government has decreed all state flags to be flown at half-mast for three days, following the passing of Pope Francis. The period of mourning commenced today, April 23, and will continue through to April 25. This directive was issued by Prime Minister Paetongtarn Shinawatra shortly after the announcement of the Pope's death on April 21.
