They might wish it, but they don't have the means to enforce it. They haven't even been able to get Poland to adopt the Euro even though it is technically obligated to do so.

There's still obviously tax avoidance & corruption, but this is also a factor.

No, I mean things like Costa Coffee, Amazon etc, big chains.

 

Although I have to admit drinking coffee in Wetherspoons, £1.30 for as much as you want, rather than £2.70 for one cup anywhere else.
