There is a crack in the concrete near the water meter outside the gate, which mean I don’t have water In the house I rent now, I don’t want to wait for the owner to do something about it so my question is, where can I buy something to fill those cracks ?

Is the 'crack' in the pipe?

 

Is it on the supply side of the meter or the house side?

 

If the former, the water authority will need to be notified to repair any breakage. If it's on the house side, it's the homeowner's (landlord's) responsibility.
