They do it all the time, but usually the failures are the result of previous administrations.

Well, it seems to be true. According to our Head who was at a recent FOBISIA meeting the number of schools and students are increasing in Thailand. There are 81,000 students enrolled in international schools here in total and it is only behind China now after overtaking Japan.

Don't the local kids already grow up and learn this in their environment? Maybe a Masters or PHD programz is needed?
