In the Khasod report on the story (25/09/19), they gave more details of the incident.
Apparently he parked his car up behind the 2 girls who were sat in their car chatting. They said he started playing loud music from his car before suddenly driving into the back of their car, jumping out and attacking them. So it appears it wasn't an accident but deliberate.
Which makes the story stranger and his behaviour even worse.

I am quite sure a few years back there was an article on Thaivisa about a guy from Italy who had built his own "Ferrari" in Khon Kaen. Pretty sure it's this guy...
