Thai Passport from the UK?

Hi everyone, new to the forum and need some friendly advice. I have recently moved back to the UK on a trial basis after living in Thailand for several years. I have a son of 4 years old to a Thai woman. We split up around 2 years ago but remain mostly amicable. She has always struggled with her demons as far as gambling goes and it's always been agreed that my son stays with me although we havent gone down the legal route custody wise. She realises he has a better life with my Girlfriend and Myself. Sorry to run on, just want to paint an accurate portrait of the scenario. I came back to UK about 7 weeks ago and my Son is with my GF. The plan was for my son to travel over in February omce my GF Visa is through. He has a UK Passport already but not a Thai one. The Mother has gone off the grid properly this time and I have heard she is into some dangerous people for money. So I dont envisage her going to get his Thai Passport as promised anytime soon. My GF has all his documents - Birth Certificate, Tabien Baan etc. Is my GF somehow able to get his Thai Passport? Can I apply for his Thai Passport myself from the UK? ( I got his UK one whilst in Thailand so am hoping there's a possibility) If I was able to contact his mother in someway and she was willing, how straightforward would it be to sign legal guardianship over to my GF without me being there? Any advice on these matters would be much appreciated.
