Company refuses to let staff stay at home despite a Covid case in the same buiding

Lets say there is an accounting or law firm which are non life essential services. Would staff have to right to demands a company shutdown or work from home as a precaution of them getting infected.

I read of a case in the Khaosod news but the companies on the same floor in the same building stayed open for business. Why?

Is the person suffering from Covid-19 still walking about in the building?

They're allowed to resign id say or take leave without pay . Just don't think employees have rights to make companies shut down
