You would want to hire some workers to dig for you.  That is not an easy job.  We have an underground tank but it is small and just added an above ground tank.  You have to pour a cement reinforced pad to support the weight.  Underground is actually dirtier than above ground since any ground water will likely seep into the tank.  You would need a pump in any event to get to the second floor.  The above ground tank does assist a bit since the water is flowing down to the pump.  A below ground tank has to suck up and then up again to the home.  It terms of putting a tank on the second floor, I would question that you could do it.  Even a modest tank of 700 Liters weighs 700 KG and that weight is concentrated in one spot.

Just noticed that they replied me last week, they have the  IBC Grade A 1000liters for 3500thb.
