It is a new virus though, so it is to be expected that advice will change as more becomes known.

He has the problem that he works for Trump. 

He tries to inform the people about scientific information (which might change over time). And at the same time he can't really contradict his boss openly, otherwise he won't be in that position for too long.

I don't know how much he cares about the job which he could lose. It seems he cares for the American people and he knows he is in a better position to inform those people if he is part of the president's team.

He has a very difficult job and difficult responsibilities. All together he seems to do a good job.

Its call wising up to reality or seeing the forest through the trees. The lockdown looked like the way to go and slowed the spread. Hospitals were not overwhelmed and patients were being effectively treated. Many, in the population, have been exposed and had not had severe symptoms. As with other contagious diseases the advice is 1) practice good personal hygiene. 2) isolate the sick in hospitals that can provide adequate infection control. 3) limit exposure in nursing facilities with increased personal hygiene. 

As the bar moves you need to adjust to new realities. It's the 80 who are at the greatest risk.

This is not about Donald Trump. It's about the Chinese imposed crisis.
