installing new window. Silicone question

We have a building and decided to take out the old  window that was leaking on the inside. Its right on the rear of the building that is exposed to the elements (rain) They fitted the new frame and started to do the silicone inside and out. Before they were about to fit the actual glass I decided to check on the silicon job that the boys did on the outside. I noticed at the bottom on each side they left a hole as depicted in the photo. They said that the hole lets the water run out or something like that. 

 

I decided to get them to completely fill the 2 holes as the last thing I want is water entering that during a big storm. Maybe overtime if the silicone breaks down on the interior side of the window it could then leak down the interior wall again (as it is happening now). 

 

Did I do the right thing? Considering that I told them the reason I wanted a new window in the first place was bc the old one was leaking I was thus surprised to see the 2 holes.

I had assumed that. 
 

The opening that the window fits into should have a slight slope to the outside, if it doesn’t then water could migrate to the inside And pool on the bottom. You may get condensation from the frame dripping down and completely sealing the cavity can give you a nice black fungus climate.

What a lousy job they did with the silicone and especially using white.

You did right having the holes filled imagine all the critters that would have made a home there, if a water outlet was necessary a tube should have been inserted

We have just had two ensuite bathrooms built with floor wastes. But the tiler did not drain the whole floor to the wastes so left a similar hole in the shower hob so the water could drain out of the shower if needed. The problem was the water from the shower then drained into the bathroom and not the waste.

 

If you are still in contact call them back to pull the window out and do it properly. I will not go into the problems with the windows, just say total incompetence, as is your case.

If it is a plastic frame - it will most likely be hollow - Look inside the frame - Does it have any small holes were the glass will go? How does the window open ? Sliding or is it hinged ?

 

If the water can get into the UPVC frame - it should be able to get out .. Maybe that is what the hole was for .. As previous poster said - Photo of the complete window would be helpful
