Covid Quarantine.

Are there quarantined hotels in Pattaya , I have friends who own condo etc. want to come back in November .

They are reading that they have to stay in Phuket if they want to return to Pattaya .

Is this correct ?

I think you will find the travel to Phuket and quarantine is still a proposal at this stage with the details not 100% clarified.

The idea of the plan is after quarantine and time spent in Phuket, you would be free to travel elsewhere in Thailand without quarantine.

There are quarantine hotels in Pattaya but they are not part of a program for normal tourists to use, like the Phuket plan.
