I am trying to upload another file to my existing CoE application form online but cannot.

Many of the Embassy COE applications pages say:

 

Please do not register more than once.
Multiple registration will prolong the process and the application may not be considered.
If you have registered, please use edit link to update your information.

 

 

If you have already begun and 'registered' a user account, check any email you've received for an EDIT application link.
