For 90 day reports and TM 28, if I was to rent a condo in Bangkok and Pattaya and stay in Bangkok during the week and Pattaya on weekends, how would I handle the 90 day reports and is it required to file a TM28 and new TM30 every time I move from one condo to the other? What are my legal requirements? Of course each landlord must file a TM30 for me.

Do nothing when stay one or the other. Choose one as your main joint. Obviously where you need deal with immigration.

TM30 rules changed last year. Travel wherever both in Thailand and o/s. 

No need to file TM30 upon return. Last year I spent 8 months Koh Samed and I live in bkk.

As Jack has already stated, no requirement to file another TM30 if returning to the address already registered with Immigration, so choose one IO and file 90 day reports, extensions there.

As you'll be in Bangkok for the working days of the week, that seems the obvious office to choose for your reports.
