I am a holder of a Thai retirement visa "O" which has been expired on January 2021 already. I have been stranded in Vietnam and lived more than 1 year in this country... Is it required to present a criminal record certificate from this country in order to apply for a CEO and /or new Visa. Your advice is welcome...

You will not need a criminal record check to apply for a certificate of entry (COE).

You apply online for it. See: https://coethailand.mfa.go.th/

Probably easiest route is to enter visa exempt that allows a 45 day entry if you qualify for one. It can be extended for 30 days. Or a single entry tourist visa. With either of them you can apply for a non-o visa at immigration.

Is it really so, that you can apply for a non-o visa in Thailand, when you have entered Thailand visa-exempt ?

 

I remember some 12-14 years ago I used a tourist visa entry to switch to a non-o visa, but I never heard of the above being possible.

 

Has the rules changed, or is it my memory, that lets me down ?

It has been possible for many years.

I think if I arrive in Thailand with the option "Visa exempt" and then apply for the non-O visa, the Thai immigration service could ask for this certificate?

If you arrive visa exempt they will stamp you in for 45 days. Normally 30, however adding 15 day bonus due to quarantine.

The bonus 15 is not added to the 60 day entry for SETV. 

Be aware that you will have to have onward flight. That's a 100% given flying from Vietnam. That would also apply if you went setv path.

Obviously you already have a Thai bank account. Organize the 800k in bank asap. Will need to be in bank on day of application for non O retirement and also need to show it came from overseas (unless deposited some time ago)
