You would need the 40/400k baht insurance to get a certificate of entry valid for your length of stay.

If your Cigna insurance covers outpatient and inpatient that is equal to or greater you could use it to get the certificate of entry.

    I am sure he would have to quarantine again, but would he still have to go though the Thai embassy to get permission to reenter Thailand?
