The whole reason they exist. Despite what us mere mortals think the role of any embassy is to foster relationships with the host government. It has always been so. The concept of an embassy being some form of safety net for it citizens in a foreign country is a modern phenomena. Providing assistance when no other assistance maybe found is a different matter and is usually afforded.
