If you deleted them they are not blocked anymore. 

You should block them and delete the chat, but don't delete them in your block list.

 

If they want to start a new account with the same number they first have to delete the old account,  you cannot have 2 accounts for one number. 

That's a pita.

If they really do that I would be surprised if the block still works

Yes I mean if they delete an account and make new one with the same number, will the block still work?

I think if you disable that option that nobody can add you.

 

But anyway, why you worry so much? You will be notified when they add you, and you block them again. They soon will give up.

 

They are also not aware if you block them, they don't get notified of that, and their messages seem to be normal to them, they only never reach you.
