I just read, and it's the first time, that kids under 18 can overstay their visa without consequences. It's is true?

Children under 15 do not get fined for a overstay.

If under18 there is no ban from entering the country if caught with an overstay or having a overstay of more than 90 days.

Even for children overstay while has no fine or consequences best to avoid it. 

Clarify what your asking.

 

Your also perhaps confused with "everyone needs a visa"...

Many folk enter Thailand visa exempt.

Everybody needs a entry stamp in their passport and a valid permit to stay in the country. If no entry stamp you are in the country's illegally. A visa only allows you to enter the country and get a permit to stay date.
