There is River Front Svcd Apts at 2500++. Had friends stay there recently and had very nice rooms and great river view. You might search some of the hotel sites as they are often a bit cheaper (than the hotel direct) and no ++ so that might meet your price requirement.

Also found Menam Riverside for about 1900 (net) on one of the travel advertiser websites in TV. It was Hotel Travel.
