So can you tell me what your issue is with the progress made in the last three years and why it shouldn't continue for the next three?

Will all cables be underground in three years?  No.  But judging by progress in the last three years they will get a fair way.

I have no idea what percentage - I haven't done a survey.  But I have seen many areas done: Long stretches of Sukhumvit, Silom, Petchaburi, Asoke, Ratchada, Phaholyothin, Phaya Thai, and other places.

Lots of videos out there if you are genuinely interested (I guess you're not though as I detect a lot of negativity in your questions).
