Quite simple, the medical waste - controlled incineration and professional disposal - has been entrusted to the Ministry of Waste and Garbage, headed by at least two top Ministers also serving as Deputy Prime Ministers! 

Did you, honestly, expect anything else - it explains finally the acquisition of the submarines by Uncle Too and the watch loving snoozer geezer!
