It does not need to be a return ticket. 

Any onward flight is fine.

It's not for immigration it's actually for airline at departure. 

He can enter visa exempt and obtain a non O retirement.

He could use an agent to obtain bank account. Not simple with visa exempt and tourist visa.

He can also obtain a non O retirement in the UK. 

If he finds paperwork difficult for a tourist visa note that the paperwork for non O-A is more onerous.

Only for some cases (ie for those who have been in Thailand on a Type-OA for some time).

 

For anyone new on a 1st extension (and dependent on date also for a 2nd extension) on their permission to stay in Thailand, Phuket DOES insist upon the insurance.

 

I know that because they demanded health insurance from me (and would not accept my superior European health insurance).  Had it not been for the pandemic, I would have left Thailand (to void my Type-OA) and returned Visa exempt and applied for a Type-O.  ... Instead, because of COVID, I've applied for an extension on my permission to stay in Thailand based on marriage to a Thai woman.

So it's not an immigration requirement? I wonder why the airline needs it then.

It is also a immigration requirement but they seldom enforce it.
