Chose the doctor, not the hospital There are sub-par doctors to be found at every hospital, without exception, and almost all hospitals have at least some good ones.

Or, equally likely, hospitals had to do something to get on the list (i,.e. provide some data, fill out some forms etc) Some hospitals may not have the needed data.. e.g. "Publicly available data from existing patient surveys" and "data on quality of treatment and hygiene measures". I really would not pay the slightest attention to lists and polls like this. Just chose the best doctor for your needs.
