Changing car license plate (do I need a certificate of residence?)

Hi,

I am changing the license plate of my car to one of the colourfully designed ones. Just a personal decision -- I've always preferred them.

I'm just trying to figure out what documents I need to register the change.

I know if I do it in a different province to where the car is registered, it needs to be inspected again.

My main question is whether I need a certificate of residence if I'm changing the license plate in the same province the car is registered?

These have been difficult for me to get if you see my past threads.
