I think this only an advisory though, there are no laws for not registering. Exactly, and you need to register what kind of plant/strain, who you bought from etc. We got plants from the amphur, but gave it to the neighbours. I got a taste of really mild nice sativa during christmas, and now we try to find out how to register 300 plants. We need legal official seeds of good quality of mild sativa.
