There are already international space norms for breakup of space junk so that it mostly burns up before hitting the ground, and the Chinese are notorious for ignoring this in their rocket designs. Low melting point aluminium construction is used wherever possible. China is doing some wonderful things with their space program but designing for unplanned (and planned) re-entry into the atmosphere doesn't seem to be on their list of requirements...
