Many people feel nervous about being in a foreign country so they will set themselves up as a big brother, expert or advice giver and kind of seek out newbies who look up to them. All the same questions as i the OP. He was clearly looking for a newbie so he could feel like a god when he doled out his wisdom. He soon figured out I knew more about I knew more about what was going on than he did and left me alone. Nervous was probably the wrong word I used. It's more like insecurity. He can be confident and outgoing, but he is insecure. Pattaya is filled with people with problems. You will learn to see that the harder you look under the surface.
