the tickets are with bangkok air and eva air.

is there an international departure with immigration at domestic airport or is the passport control in bangkok?

You are just asking about the passport control?

As Bangkok Air is obviously a domestic flight arriving at domestic terminal there is no other way than passport control at Suvarnabhumi/Bangkok.

 

I can't comment from experience about the other important features.

Check in for both flights with boarding passes at Phuket.

Baggage check through to final destination.

"ICQ" shortcut from domestic terminal to immigration checkpoint/passport control.

As Bangkok Air and EVA have codeshare I would expect that it works this way.

I would expect that Bangkok Air customer hotline could give answers.
