Do these make much of a difference? I've seen a few small ones.

 

How much water do they need to take out of the air to make a noticeable difference?

Yes for some people.

5% -> 10%

 

The size you need depends on the humidity of your area and the volume to dehumidify. For my 500cu metres workshop our small dehumidifier makes a noticeable difference after running for 10 hours.

They are not cheap. They are not quiet. If free standing they increase the temperature (physics 101). You need auto-draining
