What does the new legalisation office in MBK do

Yesterday in the paper that can't be mentioned there is a photo of a new office opening in MBK for Thais and foreigners requiring "legalisation services". Unfortunately there is no further info. Curiously almost all the people queuing in the photo are farangs. Anyone know the service they provide?
