Anutin, the genius that gave Thailand its incomprehensible cannabis laws? Yes he'll make a world of difference with gun control. He can't think his way out of a paper bag, and would certainly suffocate in one made from plastic. By the way, whatever happened to Captain Joe Ferrari? Did he get let off, or did he scarper while on bail?

Unfortunately the OP is an inaccurate summary of the linked INN press release.  In that, Anutin is quoted both in the headline and para 3 saying he has ordered the DG of DOPA to immediately cease issuing permits to carry guns (i.e. Por 12 permits) . The wording ใบอนุญาตพกพาอาวุธ is very specific and can only refer to a Por 12 permit, which is already extremely difficult to obtain, needs to be renewed annually and is processed by the police not DOPA, although the actual piece of paper is issued by DOPA.  Regular licenses to own and use a firearm are referred to  as ใบอนุญาตมีและใช้วุธ (Por 4)

 

This doesn't mean that Anutin will not crack down on issuance of ordinary Por 4 permits. A crack down was actually already in place under the Prayut government making It much harder and requiring far more documents and evidence of assets.  But ceasing to issue permits altogether is not what Anutin said.

Tighter Gun Control in Wake of Bangkok Shootout

BANGKOK (NNT) - The Ministry of Interior has instructed the Department of Local Administration to suspend issuing gun permits to the general public.

 

According to Deputy Prime Minister and Interior Minister Anutin Charnvirakul, the move was taken after considering that the nation already has legal frameworks to safeguard and ensure the safety of its citizens. This came following the recent shootout incident in Bangkok.

 

Thus, there is not an apparent need for the public to possess or carry firearms openly. Those currently possessing firearms are urged to store them securely, out of reach of others, even within their own families. The objective is to follow the law strictly in matters of possession and carrying of firearms.

 

Deputy Prime Minister Anutin emphasized that in case of any threats, it’s advisable to report to the police or the local administrative officers for one’s safety, rather than resorting to firearms. He added that strict inspections will be put in place for acquiring and possessing firearms, including related items like BB-GUNs, toy guns, and bullets. The department will closely monitor and restrict the import and sale of these items.

 

On the other hand, Defence Minister Sutin Klungsang touched upon the topic of reviewing regulations about imitation firearms. However, he clarified that such matters are under the jurisdiction of the Ministry of Interior.

 

The Ministry of Defence focuses mainly on weapons of war. He indicated that military and police units, who are the primary custodians of significant weapon stocks, must ensure safe storage and strict adherence to protocols. He highlighted lessons drawn from the previous Nakhon Ratchasima shooting incident.

 

However, the Defense Minister pointed out that both situations are different, with one involving military personnel and the other a young individual. He stressed the importance of family members being vigilant of behaviors, especially if linked to drugs or mental health issues.

Been a couple other mass shootings in recent years, so they're actually slower than knee jerk. Still jerks, but even slower than you give credit for. ????

Happens everywhere, all over the world, all the time. And then the rules are often not enforced, as they aren't in Thailand. A recent wedding fire tragedy comes to mind, and plenty of nightclub fires. I watch YouTube videos called Fascinating Horror about such incidents, and it's amazing how often those responsible escape any real punishment, even when they are dozens or more deaths.

What he actually said in Thai was he had instructed the DG of DOPA to cease issuing Por 12 carry permits to the general public.  Presumably ministers, MPs, senators and other worthies will still get them. He didn't say he would cease issuance of Por 4 permits to own firearms.  It makes sense that this will not happen.  Otherwise the Ministry of the Interior, the largest importer and distributor of guns for civilians, will likely be left with a lot of unsold stock on its hands.

Now you only have to worry about drunk or mentally unbalanced non-civilians shooting you.

I'd generally agree with you on this ... however, if you read some of the other reports about this, there are ones saying that much more is intended, viz:

 

"As for shooting ranges, Anutin stated that these must also be controlled, particularly in respect of children who have not yet reached the age of majority, who should not [be allowed] to practise shooting guns. The Department of Provincial Administration is to consider whether people who go to a shooting range must have a permit to carry a gun and people who shoot for sport should deposit their gun[s] at the shooting range, and not be able to take them out [from the range]"

I can't see any of the above actually happening. The shooting sports world is quite influential and it's impractical to say sport shooters have to leave weapons at a specified range, given that matches are held at different ranges all round the country. And no shooting range is going to want the responsibility of storing hundreds of firearms.

 

One thing all ranges and organisers of shooting matches could easily do - which would be a visible action towards ensuring only legally-held guns are used at ranges / matches - would be to ask that every gun be accompanied by its permit (since in Thailand you need a permit for each firearm), and to check that the licensed owner of the gun is the person who brought it to the range / match.

As a Brit, I have less experience of guns than, say, a lot of Americans, but I recall that, when I lived in the US, (and legally had a gun) the NRA would always say that, "If you outlaw guns, only outlaws will have guns".    IMO that's a truism worldwide.

 

In UK handguns have been illegal for civilians almost forever but there is an astonishing number of them about and increasing! https://www.nationalcrimeagency.gov.uk/what-we-do/crime-threats/firearms The people who have them are not troubled by the regulations!
