There are some options like a net, or plastic screen.  Some people just bolt on metal sheeting.  If they ask say you have cats and you don't want the cat to climb out.

 

These villages are fill of very bored Karens.

they probably haven't seen so much pale skin exposed..next season the novelty will have worn off. 

Have you thought or growing a high hedge or row of pencil pines!

Check this out, in the foreground,  my neighbor's and I have never even seen his house. But blocking light to a neighbor could cause a problem.

You also don't mention how close the properties are or size of garden.

We had a steel old fence between. Recently we build 10m, 2m high wall. Then I added 1.5m fence on the top of wall for blocking sound and smokers from next apartment. I used 4m, 1" insulated steel roof sheets for sound  the rest not insulated. I did all steel work by myself.

Had a similar problem . Just plant some fast growing beautiful trees ( Tong Ulai ) .

Now more beautiful than ever before , full of yellow flowers . Tong Ulai is very resistant and does not need a lot of water .
