Has the Correction Department been 'told' or 'advised'?

Big difference.

Not really! They can be "told" straight out, which could cause a forore of complaints, or they could be ''advised" if they don't do as requested there "may be" consequences!

He's not claiming any authority, he's making a point and expressing his opinion, everyone is allowed to do that.

You didnt read the same article obviously.  Opinion is very different from told or advised??

No, I did read it, but, obviously, you didn't.   The ex-MP was telling or advising by way of expressing his opinion.  He did not claim to be in a position to enforce his opinion on the authorities.

And then some people are still surprised why politicians and other high ranking officials do whatever they want.

Lock them up and keep them in jail! Do that often enough and maybe something will change to the better.

They believe they are special and entitled.

They are special, just ask them and they will be happy to confirm how special they are.

Every Thai man seems to believe this, perhaps it is the way they are brought up by their mothers?

And they can operate outside of laws and ethics. They will show you it can be done, and they can do it, don't ask questions; not allowed, and no answers given anyway.

It really is somewhat academic. The person doing the "telling/advising" is an ex Democrat MP, using Facebook, which in the current Thai political landscape is about as "ex" as it gets!

With the paymaster as the first example. He committed a number of serious crimes, well proven, not kangaroo courts, got convicted and sentenced to many years in jail. Fled LOS before any time served.

Then suddenly returned and at same time some other force is at play and looking like he'll be 'forgiven' and back on the streets in the near future, basically no real jail time served.

What a joke, but proves there's other very powerful forces at play and the judicial system / practice is just a joke.

The good people of the LOS again treated like fools and with no voice.
