I don't think the FBI cares about every Tom, Dick, and Harry (or insert your favorite immigrant names) who is on bail. Upon arrival into the USA CBP will run the check as standard procedure during inspection. If a warrant is in effect they will detain the person until the agency who authorized the warrant is contacted. The original agency will determine the outcome. Obtaining a passport is a separate issue. The State Department issues passports and I’m not sure of the level of criminal checks involved. Probably because the court did not confiscate his passport. The American courts are very busy places, badly overworked. If you go to trial you might have to wait two or three years for your case to start. We have the most prisoners of any country on the planet (including China), but Congress does not want to increase taxes to pay for their War on Drugs. I suspect the only passport check at the airport is that your name matches the airticket / boarding pass.
