Young Foreign Man Found Dead on Pattaya Beach

Can't they run his fingerprints to identify him?  I've lost count of how many times I've given mine going thru the airport.

I find this very strange, if he was not swimming in sport shoes or other shoes with laces. For a guy on the beach, it would almost always be flip flop in Thailand. How come the short is off, but not the shoes?
