Calling A House Phone In Surin

My wife and I are living here in the States, and we often call her parents' cell phones, usually though an internet dialing program. The form for the number we dial is always as follows:

6687-***-****

Now my wife wants to call a house phone (landline) for one of her friends in Surin. She knows the number, as it would be dialed locally, but we can't seem to find any permutations that work from here. Anybody have any idea what the number should look like for calling a landline? I think the area code for Surin is 44, but we haven't found a way to construct the number that actually works.

You dial 006644 and then just the number (without the 044 which is for Surin)
