Misleading headlines in the "Featured Topics" - why?

Featured topics today 2nd newsletter - one of the items.

IMO the Featured topic list heading is misleading compared to the topic title. And this seems almost to be the case for many of the Featured Items. So my question is why? 

 

 

The actual topic title from a member is -

Question for those with legal knowledge.

 

For @george the change is pushing me away from bothering to read the Featured Topics which I am guessing is the opposite effect of that intended.
