Mainly because rich western corporations decided they could make more profit by investing in production facilities in China.  Investment and intellectual property gratefully received (or stolen) and profits used to build a huge economy with the potential to buy up vast swathes of property overseas, corner the market in rare earth metals needed in technology and other commodities; and subvert what was once the dominant economic power.
