What we do know is that Trump stayed glued to his television set rather than order the National Guard in.  And he waited 187 minutes from the time of his speech rather than ask the rioters to leave. And this is testimony from his own staff and republicans who were in attendance at the White House

It was very well documented that Trump offered her 10,000 National Guardsman. It was the police that allowed the people into the Capitol and they started the trouble by using tear gas and other munitions.
